The Role:

Oxfam is looking for DRR Technical Specialist – Climate Justice Bridging Project to provide technical support in the delivery of the disaster risk reduction (DRR) initiatives of the “Climate Justice Bridging project, including the resilient education components of the project; and ensure adherence to Standard Operating Procedures (SOPs). The project is funded by the Scottish Government. At the local level, the project targets seven districts of Salima, Machinga, Phalombe, Zomba, Nneno, Chikwawa and Karonga, with national level policy engagement around climate justice.

Responsibilities and Accountabilities

Key Project Development, Management and Implementation:

• The DRR Technical Specialist will be responsible for the planning and implementation of the Disaster Risk Reduction (DRR) and resilient education initiatives of the “Climate Justice Bridging project with partners.
• Support partners in programme/project development through technical advice on DRR and resilient schools programming, including ensuring adherence to various Standard Operating Procedures.

Partnership Management:

• Facilitate setting up of systems and procedures for ensuring adherence partner adherence to DRR and resilient education related SOPs.

Resource Management:

• Manage Oxfam in Malawi’s various resources under custody of the DRR Technical Specialist.

Reporting and Work Programming:

• Make regular monitoring visits to partner organisations, institutions and project implementation sites to review progress of work and provide operational inputs and in particular to help to ensure that programme obligations for annual and monthly planning and reporting are properly met.
• Provide regular updates to the Programme Manager – Just Economies on internal and external environment affecting the projects / programmes.

Programme Quality and Learning:

• Take a lead role in developing DRR related Standard Operating Procedures (SOPs) including on resilient education and ensure their implementation
• Work with the Project Coordinator and the MEAL team to ensure that the MEAL functions are effectively implemented in the delivery of the DRR and resilient education initiatives of the project.

Representation, Networking and Alliance Building:

• Represent the Just Economies Team at various external fora as directed by the Programme Manager – Just Economies

Funding and Donor Management:

• Ensure compliance with back donor requirements especially, timely submission of quality narrative reports;
