MSFF is looking for its Blantyre project Office:
PROJECT FINANCE MANAGER – 1 POSITION
Workplace : Blantyre
Type of contract : 2-year Fixed term with possibility of extension for 1 additional year. This is a mobile position. After the contract ends the person may work internationally within MSF after validation from the Paris Headquarters.

Main Purpose
Coordinating and supervising the implementation of the Finance procedures tools and ensuring the correct use of Financial Resources at project level according to MSF protocols, standards and procedures to provide quality, reliable and transparent information to the organization on the use and allocation of resources in the project.
Accountabilities
- Implementing circuits and workflows (management of cash boxes, transfers, advances, purchase procedures, payment validations, follow up of regular payments, bank reconciliations) to anticipate expenses at project level and to optimize cash needs and its security.
- Implementing and supervising transactional procedures and systems to ensure transparent accounting practices and full traceability (invoices, receipts, bank statements, etc.), according to MSF guidelines and rules, and using the respective software in place.
- Ensuring the timely execution and control of the monthly and yearly accountancy closure, with due quality.
- In close collaboration with the Project Coordinator and the Finance Coordinator, defining, analyzing and following up the project budget, to ensure that funds are used according to funding contracts and proposing corrective action if needed.
- Ensuring financial reporting of the Project (Field financial software) monthly closure, sitreps, external donors, etc.)
- In close collaboration with FINCO, following up all service contracts in project site (premise and vehicle rental contracts, deposits, rent payments, etc.) Ensuring that MSF staff who have financial responsibilities are aware of and comply with local finance procedures, including those related to security.
MSF Section/Context Specific Accountabilities
- Coordinate cash request process at field level and ensure that project activity expenses are done according to the plan and with prior approval of the Project Coordinator.
- Conduct monthly budget follow-ups and ensure that every activity manager keeps track on the activity expenses and communicate any deviations from the planned budget.
- Ensure that project payments are done appropriately on designated days in the week and emphasize the need to have payments completed through bank transfers and mobile money.
- Be responsible for cash management at project level and weekly and monthly cash inventories and reconciliations.
- Take lead in updating Budget Follow Up (BFU), Mid year review and consolidate budget during the Annual review Mise a Plat (MAP) preparations and update WEFIN with clear and precise comments.
- Conduct internal staff trainings on the finance processes and ensure that managers and supervisors are aware of their budget and budget lines and also respond to all finance related queries.
- Ensure the timely execution and control of monthly accountancy closure, Finance Administration Checklist Evaluation (FACE) audits and Risk Prevention Committee (RPC) report.
- Follow-up on WHT tax and ensure timely payment to the tax authority.
- Follow up on the rental contracts and service agreements and advise managers on the tax obligations.
- Spearhead the competence improvement of finance assistant and cashier to execute their tasks efficiently.
- Conduct field visits to the hospital, health centres & decentralisation sites.
- Check the supply process for proper documentation.
- Follow up closely on procurement validation procedure and money security guidelines.
Requirements
Education:
- Desirable degree in finance, management (business) or administration.
Experience:
- Essential, working experience of at least two years in relevant and similar jobs.
- Desirable working experience with MSF or other NGOs, in developing countries.
Languages
- Proficiency in English, the mission’s working language. French is an added advantage.
